FREEDOM MINDS FOR THE AMERICAN REPUBLICS 
Crime is a result of individuals without a “guilt complex”. They do not feel bad about committing the crime.
A guilt complex is acquired by teaching children right and wrong with bible stories. This has to be done before the age of 11 or so. (Sunday school). Fewer people bring their children to church…..more crime. The solution to crime is to teach parents these basic principals.
And….A guilt complex can be tested with written test. However it is highly prejudiced against people who lack the basic training in right and wrong.
This is basic philosophy of Western Civilization.
