   what are the 2010 code of reforms I can’t find it anywhere thanks?

     Go to IMF website and search for it. There is a 62 page pdf that you can down load. Oct 2010.

     Are you asking about SDR? “Special Drawing Rights”. IMF website has a long definition.
     GFR is “Global Financial Reset”, it is done often in history when all financial systems go haywire as we have today. Several people are fighting ( they call it negotiation) over who will gain or loose in the process.

     Where did you see the SKR? Are you talking about Safe Keeping Receipts? Also on IMF site.
