Basically what this Executive Order says is that anyone involved in interfering in the 2020 election or supporting of the fraudulent elections either foreign or domestic, their property and assets will be frozen.

The assessment shall identify, to the maximum extent ascertainable, the nature of any foreign interference and any methods employed to execute it, the persons involved, and the foreign government or governments that authorized, directed, sponsored, or supported it. After that, there is another 45 days allowed for the writing and delivery of said report. That is why A.G. Barr had not seen anything prior to his leaving the Trump Administration. The recommendation shall include an assessment of the effect of the recommended sanctions on the economic and national security interests of the United States and its allies. (i) blocking and prohibiting all transactions in a person’s property and interests in property subject to United States jurisdiction;
